Why hasn't world governments move to offer fuel subsidies or price controls?

If the big problem is the soaring cost of fuel gas/diesel than why hasn't the powers the be enact price controls or fuel subsidies? Why hasn't world governments move to offer fuel subsidies or price controls?
it's all about the money. Why hasn't world governments move to offer fuel subsidies or price controls?
We did that back in the 1970's and all it led to was gas rationing. I remember sitting in line for hours, the lines were literally miles long in L.A.

When an oil and gas company is told they can only sell for X amount of dollars and they have Y amount of costs they sell their oil somewhere else. Even if the US didn't buy one drop of oil, places like China and India would fill the gap.
because price controls don't work just ask Hawaii about price controls on fuel
Face it, as long as we depend on it gas will be be forever going up in price. If the public could drastically reduce their need for fuel-the prices would drop.
