Building Management Systems (BMS) are not a 'one size fits all' out of the box device. I have no idea of how many devices you need to control, the size of your campus, or the diversity of control you are looking for.
There are many types of systems and there are many features which can be incorporated. There are also many different manufacturers who offer competing systems.
You would need to have a system designed for your specific application and then get bids from different manufacturers.
Some of your equipment to be controlled may have boards already in them, while some do not. Some existing boards may need adapter boards to communicate with the language of your controls device.
Most systems include an on-site control station. Some have the option of remote password protected access so your Building Maint. Supervisor can be contacted directly by the system if it faults and they can access from wherever they can get on the internet.
I would suggest consulting with a controls specialist company or a Mechanical Engineer to establish your basic needs and go from there. Call the local sales rep of your chiller manufacturer for contact suggestions.
